This backpack configuration is known as the Field Pack Set;  The pack allows for access from the top and bottom of the main ruck, has a separate compartment for a sleeping bag or the Army Modular Sleep System and has webbing across the front and sides for attachment of MOLLE compatible pockets or accessories.
